The hover/focus concept is interesting and I love we're exploring it. It definitely looks much cleaner visually. However, looking at it more closely I am worried it's not going to work well, I share Ken's concern that it won't work well with the jitter and text wrapping.

The 'i' icon makes me think though… and bear with me… why not make this a toggletip, that user explicitly opens/closes and that floats so that it does not cause other content to move? So user activates 'i' button (that we'd give a consistent and useful accessible name), and then a little thingy opens that we can use to put any info on that requirement/guideline. (Yes we can do this accessibly and work on mobile; and modern CSS makes it much easier to implement robustly than it used to be, I'd be happy to have a crack if folks like thta direction).

In this example I've added a heading and paragraph too… just to show if it's a floating thing we don't need to compromise on how much context we want to provide.

What this could look like:
